Legislation almost forced Tax Offices to paySpecial Interest groups led by Impact Alabama sought to pass a new licensing act that would have directly allowed them to use portions of the licensing fees to grow they're own Federally Funded VITA Tax Preparation Offices.
Special interest sought to gain fees from tax industry
One special interest group in Alabama attempted to write their own legislation. If not for NITPA the special interest would have controlled the entire industry and been able to use proceeds from the licensing fees paid by private tax businesses to help them grown their own federally funded tax operations. NITPA successfully defeated the Senate Bill in the house ending one of the most fraudulent industry attacks in modern day history.

Similar bills like SB201 in Alabama "The Alabama Tax Payer and Assistance Act" contained harsh and unprecedented outside control measures which would have left an entire industry at the mercy of a board writing and imposing an unlimited amount of taxes, additional sanctions, regulations and fees all while being fully exempt from having to pay and adhere to the same. Such board composition would have left the industry with a complete and total disadvantage especially against the newly enhanced funded Government Controlled Partner Sites or VITA Programs. The Omnibus Act passed in Feb. 2009 along with the $154 billion additional stimulus funding is the culprit attracting a new level of special interest groups seeking the new "unlimited matching grant funds" now available.
NITPA & it's lobbying group successfully defeated, in one of the states largest political upsets, Senate Bill 201 proposed by an outside special interest group. The group who wrote, then proposed and later lobbied for the Bill's passage was the exact same group leading a violent media propaganda attack on the image and business of every tax office owner in the state who was licensed by the IRS to perform Electronic Return Origination.
